Ingiltere, 2009 Nisan ayından itibaren Parlamentonun da tedbir kapsamında onayını almayı umarak vize almasi gereken ülkelerin öğrencilerine yeni bir sistem getiriyor. Bu nedenle, aşağıda sizlere bilmeniz gereken önemli bilgileri sizlere sunuyoruz.
İlk olarak, bu yeni sistem nedir? “Genel Öğrenci Vizesi” adı altında İngiltere’de eğitim almak isteyen öğrenciler için gerekli olan bu vize, 20 puanın gerekli olacağı “Puan Bazli Sistemin (PBS) ” bir başlangıcıdır. “Genel Öğrenci Vizesi”, altı aydan daha uzun süreli İngiltere’ye gelmek isteyen öğrencilerin aldığı bir vizedir. Bu vize ayrıca öğrencilerin kalma sürelerini uzatmalarına ve de haftada 20 saat çalışma iznine imkân tanır. Yeni PBS, 2007 yılında yürürlüğe giren “Öğrenci ziyaretçi Vizesi “ ( ya da Çocuk Ziyaretçi Vizesi) üzerinden İngiltere’ye hala giriş yapabilen, 6 ay ya da daha az süreliğine İngiltere’ye gelen öğrencilere uygulanmaz. Öğrenciler İngiltere’deyken çalışamaz ya da kalış sürelerini uzatamazlar.
Yeni “PBS” sistemi kapsamında, yeterli para kaynağınızın belgelendirilmesi/ kanıtlanması size 10 puan kazandırırken, Eğitim Kabul Onayı ( CAS) size 10 puan daha kazandıracaktır. Bu sistem sadece vize uygulanan ulkelerin öğrencilerine uygulanır, böylece Avrupa Birliği üye ülkelere ilave olarak İsviçre, Norveç, İzlanda, Lihenştayn gibi ülkelerden gelen öğrencilerin “öğrenci vizesine” başvurmalarına gerek yoktur.
Bu yeni sistemin ana kısmı CAS ( Eğitim Kabul Onayı) dır. Bu onay sadece, lisans basvurusunda basarili olmus, kreditasyonu olan ve yeni hükümet kayıt listesinde bulunan yetkili bir okul tarafından verilebilir. Eğitim almak istediğiniz okul yetkili değil ise ve akabinde bu kayıt içinde yer almıyorsa Eğitim Kabul Onayı (CAS)’ nı onaylayamayacaktır. Bu sistemin amacı lisansi olmayan “kovboy” okullarını kapatmayı amaçlamaktadır.
Bu sistem hayata geçtiğinde, okullardan kursa basvuran vize alması gereken oğrencileri hükümetin “Sponsor Yönetim Sistemi” ne giriş yapmaları istenilecektir. Daha sonrasında bu okulların CAS’ a onay verme yetkisi olacak ki bunun elinize geçecek somut bir belge olmadan tek bir on-line referans numarası olacağını bilmelisiniz. CAS referans numarasını aldığınızda ve de hükümetin sistemine dahil olduğunuzda, bu numarayla birlikte bulunduğunuz yerdeki büyükelçilik ve ya konsolosluklara normal vize başvurunuzu yapabileceksiniz.
Okulun onayladığı CAS belgesi ile ilgili bilmeniz gereken tek şey, İngiltere hükümeti bu belgelerle ilgili olarak 10 Pound ücret alacaktır. Alınacak olan bu bedel ,muhtemelen sizden tahsil edilecektir, ancak bu ücretin “Vize kayıt harcının” üzerine eklenmesi de söz konusu. Ayrıca bu çalışma, okulların öğrencilere ait pasaport fotokopileri ile birlikte iletişim bilgilerinin de saklamasını talep etmektedir. Böyle bir taleple karşılaştığınız zaman lütfen şaşırmayın. Bazı okullarda bu çalışma baslatilmis bulunmakatadir ancak önümüzdeki yıl zorunlu hale gelecek.

The UK will be introducing a new system for visa-national students from Spring 2009, assuming the measure gets approval from the UK Parliament. Therefore here’s an overview of the important facts you should know:
Firstly, what exactly is this new system? Well essentially for for students wanting to study in the UK under a “General Student” Visa, its the introduction of a points based system (PBS) where 20 points will be needed in order to study in the UK. The ‘General Student’ Visa is for students who wish to come to the UK for more than 6 months. It also allows students to extend their length of stay and work for 20 hours a week. The new PBS does not apply for students coming for 6 months or less who can still enter the UK on a ‘Student Visitor’ Visa (or ‘Child Visitor’ Visa for students under 18) which was introduced in September 2007. Students however cannot extend their stay or work while in the UK.
For the new PBS, proof of sufficient funds will gain you 10 points, and a “Confirmation of Acceptance of Studies”, referred to as a CAS, will gain you a further 10 points. This system applies only to visa national students, so students from EEA countries (EU countries plus Switzerland, Norway, Iceland, Liechtenstein) do not need to apply for a student visa.
So the main new part for this system is the CAS. This can only be granted by an accredited school that has successfully applied for a license and become listed on a new Government register. If the school you wish to attend is not accredited and subsequently not on this register then they will not be able to issue a CAS. The aim of this system is to close down the unregulated “cowboy” schools.
When this system goes live, the schools will be required to enter all visa national students who apply for a course to be entered on to the Governments “Sponsor Management System”. It is then the schools responsibility to issue the CAS certificate, although you should note that this certificate is actually a unique on-line reference number, not a physical document. Once you have received your CAS reference number and you are on the government system you with be able to apply for a student visa in the usual way at your local embassy/consulate.
One thing to note is that for every CAS certificate a school issues, the UK Government will charge them £10, so it is highly likely that they will pass this cost on to you, so expect them to add this onto their existing “Visa administration” fees. Also this new scheme requires the schools to keep a photocopy of all students’ passports and contact details, so don’t be surprised if they ask for this; some schools actually do this already, but it will become compulsory next year.
